I don't necessarily agree with it; I think it was pretty clear that Naruto wouldn't be able to win a decisive victory and it would always involve some form of TnJ. I do think someone could make a cogent argument as to why they find it upsetting though.

Ofcourse, but it will be difficult to make an argument against Naruto's victory "because he didn't beat Sasuke up" without undermining his real achievement: changing people. Through empathy. The whole reason Kishimoto killed Jiraiya for.

I agree. And personally, I don't really have a problem with how Kishi concluded the fight. I found it satisfying. I was making a (poor) attempt at justifying some of the discontent here.

Those that are displeased with this story and those that aren't show two of the main ways people tend to read a story. Those who are pleased or just don't care read thinking about where this tale might be going. Those who are displeased with it tend to read it thinking this isn't going the way I want it to go. So you're never going to please everybody.
