Ova won't be replicated in a carbon copy way in 699 - 700. That can't happen anyways. Sakura will be there, but not necessarily shown how she was shown in the OVA... That's if you're relating the OVA to what Sakura doing in 699 or 700.

There are no spoilers even for OP and they always come before Naruto so expect the chapter to come around  11 or 12 am.

About Naruto's arm, maybe he gets like a prosthetic arm to replace it or something? Or it's sewed back on, but it's very badly damaged so it has to be wrapped up.. idk
