Yes. How many worst generation pirates are using haki? Luffy, Zoro, Law... and that's it. I never heard it being a requirement. I heard it was for those who trained their senses hard enough to acquire it. Usopp got his because he focused on survival with his pinpoint range for 2 years. That unlocked his Kenbunshoku Haki. His sense of his surroundings from close to extremely far has become so powerful due from training 2 years.

someone like bellamy has haki, and he got one-shotted by luffy. haki wasn't stated to be a requirement, but it has certainly become the norm to have now, especially in the new world.

He just obtained Haki, it's not like he knows how to use it yet. Not only that, but he made the weapon she had 2 years ago. He upgraded her weapon for enies lobby two years ago. Nami has had two years on the Sky Islands, she wasn't idle either. She probably has just as many tricks up her sleeve. Not to mention that she uses wind, so that would be hard for him to overcome. Not only that, but she's damn near a genius. Oda stated that she was the second smartest to come from the east blue, only after Ben Beckman. 

Every Straw Hat has a lot of tricks up their sleeve now, but Usopp has to have the most. I'm sure he has a billion different little things in his pouch that he crafted on that island. It's funny how Franky is the shipwright, but we can still give the title of engineer to Usopp. His ability to craft is an odd skill that we have no clue how he became good at, but he just is. We also know that Usopp can do what no other man can. He can survive Nami's boob hug, which has to be the best skill we've seen in anime.

With this he will survive long enough to marry Tashigi and have 2 babies. Oh, and become the strongest swordsman too I guess. We know he got haki because he trained hard to impress Doflamingo, but his haki wasn't enough to impress him because his fighting is horrible for a New World pirate. All of Doflamingo's executives were strong, but none of them had haki. Remember I gave Usopp a bounty of 80 million. Name 1 pirate in New World with haki that isn't above 60 million. Sanji and Bellamy are the two smallest bounties with haki in the New World, and I already predicted Sanji would have 200 million. We don't know Bellamy's bounty now, but it is probably at 100 million already.

Is the title of emperor claimed, awarded to the willing, or is it just given by the world? Like if Luffy beats Kaido and wakes up to Sanji calling him an emperor. Can he even say "that's not my title"? It's like Zoro waking up to Tashigi calling him a new daddy. Because he got her pregnant.

Crew size matters because if you only got about 3 strong crew members like Law then a crew like Luffy or Shanks or Blackbeard's would wreck you even if their captain wasn't as strong as Law.

And if you look at Shanks' crew, while large, there is only a select few that actually have sway. Law could easily be an emperor with 6 other crew mates, not to mention all the people that will line up to lick his feet when he is one.

Maybe the panda has some skills... but I wouldn't put him past Sanji. if Luffy sat as an emperor with just Franky, Brooks, and Robin protecting him... He wouldn't be an emperor for long. That's the problem Law faces if he wants to be an emperor. The only way he would stay emperor is if people were afraid of him being protected by Luffy since they're friends. But if that's the case Luffy would be made emperor first even if he didn't want to be one.

Well, you can't really say that they're not strong, considering that we haven't seen them before the time skip. The bear is probably pretty strong, he is the first mate after all. But as I said, we can't come to any judgements on Laws crew as they're not available for us to see. What if his crew is Luffy's size, and just as strong? The same arguement you're making for Law you can make for Kid, for the time being anyway, Shanks is about to turn him into the Captain's Quaters throw rug.
