No, they love the person too.
Love and attraction do not go perfectly hand-in-hand.
As others mentioned, it was not true "love" as much as it was just shallow attraction to the fantastical ideas of what Hinata/Sakura thought Naruto/Sasuke were in their own minds.
To Sakura, Sasuke was always thought of as some fairy tale style knight in shining armor who would come sweeping her off her feet whenever she was a damsel in distress, then they would ride off into the sunset and live happily ever after, and yet, despite Sasuke's multiple flat out rejections, Sakura refused to accept reality, pushing it off as Sasuke playing hard to get.
To Hinata, Naruto personified what she wished she could be herself - overcoming adversity (in general), being more outgoing, not letting the words of others hold him down, and so on. The problem is that Hinata never actually tried to improve herself on her own time, but rather just continued to leech confidence off of Naruto's own suffering. Basically, she only gets "stronger" and "inspired" if she actually sees Naruto getting knocked down, but continuing to get up and keep going. If not, then she's very, very quick to give up (which is greatly personified with her infamous rock tripping scene).
If it were a true romantic love, then Hinata/Sakura would have put in far more effort to try to learn whatever they could about Naruto/Sasuke and understand their reasons for thinking/acting as they do, actually converse with them about various topics, get their thoughts and opinions on things (not just on their feelings towards them), actually care about what Naruto/Sasuke wanted and not just what they themselves felt about everything. Whenever Hinata/Sakura brought up their "love" for Naruto/Sasuke, it was always about how they themselves felt, never once thinking about how Naruto/Sasuke felt about it, like they just assumed that Naruto/Sasuke would just instantly kneel down and propose instantly after hearing their words.
All Sakura ever did when interacting with Sasuke most of the time was either asking him out on dates or trying to guilt trip him with speeches about how she (believes she) feels about him, and Hinata just flat out fainted a majority of the time with Naruto after barely stuttering out his name. Otherwise, it's only when things look bad does she actually initiate anything, because she believes that they're going to die, so she figures she may as well just throw her words out there as they're all going to be dead soon, so she won't have to deal with the aftermath. Just look at how they speak to Naruto/Sasuke when it comes to their "feelings"; it's all "me, me, me, I, I, I" speak.
