Easiest way to fix this just declare the movie non-canon. Simple and chalk up 700 to a promotional chapter. As for 699, well Kishi basically declared Sakura still hasn't made up her mind at that point.

Since they have a Bolt movie coming out later just make the movies a series of non-canon movies that tie in together. That's it.

I think Hinata is even more powerful than Kaguya at this point. In a matter of one movie, she went from tripping on rocks and unable to fight anything...to being god.
