What are some things Kishi could've done to keep Sakura popular and not allow her to lose her status to Hinata (besides getting rid of Hinata of course)?

By writing her properly to begin with
-Make her character more relatable, interesting and useful in part 1
- Don't backpedaling her development
-Not making her a two trick pony
-Giving her obectives of her own not related to Naruto and Sasuke
-Give her an interesting backstory, make her father or mother someone interesting, one option is portray one of her parents of both of them, as civilians part of the anti-Naruto/ Kyuubi group in Konoha this would explain Sakura's early hate for Naruto and it would lead to interesting conflicts in the future.
In sum, Sakura character had potential, she began as a annoying character, Kishi could've worked on her and build her out of this stage far more early on the story, give her some useful techs already in part 1 and explore her backstory, not making everything about her character to be about romance since this is shonen.
However we already know how was Kishi's views on the Sakura hate, he didn't liked it and what he did to fix that? Tried to draw he more beautifully...like that was the problem
and IMO Sakura's was at her cutest in late part 1 and then early part 2, her design change by kishi in later part 2 didn't suit her, at least not in the way kishi tried drawing her

Adding onto what Nar explained, more fights and greater relevancy to the story. Sakura's uselessness in the genre that Naruto was classified in didn't help her appeal to the casual fans who are interested in the fights. I would have given her at least one fight in each of the major arcs starting from the Sai and Sasuke arc where she takes on Kabuto one-on-one in a kind of pseudo-rivalry conflict between medical professionals of different moralistic standpoints. She would be at a clear disadvantage, but it would be a chance to demonstrate her improvements in combat by holding her ground somewhat in a fight against a Kakashi tier opponent.

Main character development.
Sakura represent the romance aspect in this manga.
But she still could get another aspect, I feel useless and make her useful.
Oh yeah, more fight. Like fight kabuto or konan.

To be honest, I always thought Kishi had been using Kabuto's debilitation fighting style as a foreshadow to what Sakura would be like later on (little did I know that foreshadows are all red herrings and misleads in this manga). She'd be so much more effective if she not only had her super strength, but used chakra scalpels to disable opponents. Just because she is the medic-ninja, it doesn't mean she has to be healing people 99% of the time. She also knows (or should know) how exploit the weaknesses in the human body. Even Chopper (One Piece) does that in his fights despite being "the healer." Could've easily given her some interesting Shikamaru tier fights. Such a missed opportunity.

If kishi doesn't give it, than he shouldn't make her a combat medic and erase her fight with sasori and give it to team gai.

For starters, start strong as in kicking ass. One arc of no fighting and just showing annoying perks is a bad start.

The problem is kishi doesn't use henchmen, sub boss, and boss fighting type like onepiece, fairytail and bleach.

That's true. Therefore, it should have been short to keep the quality intact before it gets aggravating.

Sakura didn't showcase any interesting new ability outside of healing and pure raw force and we didn't saw her actually thinking in strategies outside of the Sasori fight.
Thus after her introduction on part 2 Sakura's power got stale and uninteresting. The byakugou didn't help that much because it only gave her + strenght and + regeneration, it's a cool power up but it still keeps Sakura as two trick pony.

Eh... I can't see why Sakura would need chakra scalpels. Why focus on precise disabling of internal organs when your enhanced strength can inflict enough damage to kill someone in one blow? She should have continued to expand upon her skillset by acquiring some genjutsu and possibly learn a few elemental ninjutsu for long-ranged purposes. Incorporating some of the more technical martial arts aspects of Guy and Lee's taijutsu could also benefit her a lot. Just imagine Sakura with a celestial gates and Byakugou combination. A maintainable 7th gate onslaught with her war arc strength would put Sakura above nearly all of the Akatsuki members and Kages.

This is true. All the same, I don't see why we needed multiple non-main-main characters to fight Kisame when that fight could have just as easily gone to Sakura (or at very least Rock Lee). I also don't understand why Kishi found it necessary to have Chiyo walk Sakura through her fight with Sasori. Kind of cheapens the win.
I think Sakura should have at same point faced and beaten (by herself): Sasori, Kabuto, Kisame (seriously, Gai is a side character. Side characters should not get dibs over main characters). That way, we get this:
Naruto: Kakuzu, Pein
Sasuke: Deidara, Itachi
Sakura: Sasori, Kisame
Each member of team 7 beats two Akatsuki members.

Well, in fma the heroine is full support, so she doesn't get fight but great character development.The amount of villains were more or less similar to FMA, but that one knew when to end. This one didn't.
The one who got action is hero, his west rival and his east rival.

Byakugo doesn't give her super strength. It just make punch with full power. She doesn't need to chakra storing.
Kishi could give her genjutsu & elemental ninjutsu.
After that, slug sage mode.

As someone else points out, the problem with the super strength is that its kind of bland. I would have added the scalpels to her arsenal so that another layer of strategy can be added to her fights (i.e. when brute strength alone doesn't cut it or she runs up against someone with similar strength).
