People turned their backs on Hagoromo's teachings because there was no one to carry them on, they were forgotten. That was originally Ashura's role, but Indra's jealousy ended up getting the both of them killed. Had Indra not been an ass, Hagoromo's teachings might not have been forgotten. This is demonstrated with Jiraiya. Jiraiya died, but his teachings were passed down to Naruto. However, Naruto didn't die before he passed on his "teachings" to everyone else. The 5 Kage and and the alliance accepted Naruto's ideals. That is already a huge step above what Hagoromo was able to get Ashura to do apparently. Now, instead of Hagoromo being the pillar on his own, Naruto was able to get that ideal across to all the significant people in the world, all it takes is for them to pass it on as well, which is feasible.
Economics is easier than getting a bunch of competing countries to cooperate, so that can be dealt with later.
Had he given it to Ashura, Indra would have been jealous and probably would have found a way to try to get it from Ashura. Had Indra received the Juubi, he would have cast the IT, just like he wanted to. Creating the bijuu was the best option, because it would scatter the power of the Juubi so that it would be harder to resurrect.
We haven't been given Naruto's plan yet aside from fostering cooperation, so it isn't fair to assume that his plan is based on idealistic words.
But that's the thing. Sasuke's plan is the furthest thing from viable, since it has no credibility. It is reliant on a scenario that no longer exists, the backbone of his plans has zero viability.
Nothing stated that Indra and Ashura had anything to do with everyone else going full stupid once Hagoromo died.
Also, splitting the Bijuu made nothing harder considering the likes of Madara and Hashirama, the reincarnations who had the power to awaken the Rinnegan and revive the Juubi, could subdue the nine Bijuu in a matter of minutes.
It was a stupid idea because instead of a single chakra behemoth sealed whitin a leader figure, he made nine chakra behemoths and left them to wander without any given purpose.
If he had put the Juubi in Ashura, Indra would have kittented on his pants as he would never be a match to him in the first place. Peace would have remained because Ashura would be left to preach his ideals unchallenged.
As other people pointed out, Hags gave half his power and a Rinnegan to a sociopath who openly admitted in his face he was gonna use it to kill Naruto and expected things to turn out fine.
We can't really argue positively about his judge of character.
