Disappointing...
Well, it seems to be a full chapter. I don't think the impact would be different if it was titled Ch.32 XD It's a typial aftermath chapter.
There are some important discussions going on, and hints here and there.

Uta asks her if she's gonna visit Kaneki, and I think that line "I'm just gonna continue with what I've decided on" line is a response to that. Either that means she wants to continue watching over him from a distance, or, the bad interpretation, she's moved on :/
Betting it's first option (like everyone's observation, she is smiling lol)

I like the fact it's called 31.5 as to say that 31 conclusion needs a conclusion, so here's this chapter to make it nice. Then 32 is a new arc. It seems like this one is a true conclusion to 31 since it's the aftermath. I like how :re are feeling like things are getting back to normal soon. I can insert a innocent image from Soma series (chibi or not) to describe on how I'm happy that Uta isn't bad. But that's a wishful thinking. Lol. What the hell, Ishida? You're a Tatoo artist. How could you make him bad as to say you're bad. Lol. Sigh.
But I feel like things are becoming more and more intervene with the old cast of the series. I really wonder what's the next arc going to be.

I felt it could be interpret in the way that he knew but he just calls them that :OI'm pretty sure he doesn't know it. If he knew, he would have asked "What are you guys doing next?" and not "What are the clowns doing next?"
