Again, Sakura doesn't have to limit herself to loving ONLY Naruto, or ONLY Sasuke. She very well could have had feelings for one, or for both and in the end after feeling something for Naruto and being faced with his reaction let go of whatever romantic notions she had for him. I don't know, but what I do know is that Kikitten, before he became the POS writer he is now STATED her confession was that of an Honest girl, therefore she must have been honest.
It all depends on how willing you are to accept Kishimoto's words, and the events within the manga. For me, I accept them, and thus my version of events is that Naruto is a manipulative a**hole
who toyed with the people around him.
Realistically it's true, a person be they a man or woman can have feelings for more than one person.
But considering Sakura's feelings for Naruto it's a lot more complicated. Before the LOI arc we have a lot of mutual pairing moments which hint at some sort of affection. Several can be viewed as circumstantial, but some are far too blatant to be denied. Namely when she offered to feed him, Yamato's line, and when she thought he looked attractive. Than we get her confession.
But this is where it gets tricky. Naruto called her out on the confession being a lie. There were three main points to her confession.
1. She had given up on Sasuke
2. She loved Naruto
3. Forget the promise, move on from Sasuke.
At first I believed that perhaps the truthful part was that she did love Naruto. That is where part 2 was pointing
But after the LOI arc, all of the NS moments are imo definitively one-sided towards Naruto. 631? Girlfriend scene where Sakura clobbers him for calling her his girlfriend. CPR? Circumstantial.
Meanwhile on Sakura's side SS is suddenly revived. 540? She thinks of Sasuke. Blushes when Sasuke returns. Worries that he isn't back for good. 693. 699 
So what was the honest part about her confession?
1. Gotten over Sasuke? Apparently this was a lie.
2. Move on from your promise to me? This is also truthful, but the more I read it the more it actually says (Move on from me period)
3. I love you Naruto?
After the LOI arc, I don't remember one part where undeniably she herself showed any sort of attraction towards Naruto. 
The only things that appear to be true are the first two. If she did love him, how come we never get another scene after the arc where she shows interest. And even more stupid, if she was really willing to move on from Sasuke and loved Naruto to that extent, how did it die off so quickly that immediately after the LOI arc it ends.
Ugh, I feel like I just cut my heart in half coming to that conclusion.
