It's cool. Lol. Every Mangaka job is to make the protagonist look cool with odd design. Which is funny because that short hair Naruto seriously can't work...
Short hair Naruto looks bad, but that's fine. If you're going to make a characters personality unrecognizable, might as well make him physically unrecognizable too.

It is supposed to be a tribute to Neji since his name means "screw" in japanese.

I don't think it's that easily possible for Bolt's movie to be worse than The Last. Because when you think about it, at least it's not with assassinated characters, but instead, with some kid who tried to stay relevant to the franchise. It shouldn't be that hard now...
